People whose signup was blocked because their email domain is yours (FLO-2811).
Approving is not an operation here: an admin approves by adding the person
through POST /admin/organizations/{id}/users, which resolves the matching
request to approved as a side effect. That keeps one code path for “this
person becomes a member” whether or not a request ever existed.

approved is set when the person is actually added as a member, not when
an admin clicks Approve — the click only opens the prefilled Add Member
dialog, and an abandoned dialog must leave the request pending.
